too late, too little, too lame

This is a public parking space near a suburban railway station (Ano Liosia) that had been used by drivers for many, many years without any interest by the local authorities.
Two weeks before the municipal elections (May 18, 2014), the mayor decided that he should (firstly) place a giant sign stating it is a "municipal parking" (note: still free for the time being), cement some railings around the area and place a guard to keep watch over the cars. Of course every day, the guard's duty was to place a note reminding the drivers that the mayor (re-running for office) had taken the initiative to make their cars safer., blah-blah-blah.
The mayor lost the elections by the way.
